Nurse Scheduling Problem
Shift rules
- 8 hours shifts split into morning, afternoon, and night
- Only one shift per nurse allowed per day
- Force 16 hour gap after every night shift

Union Rules
- Two possible rules:
- 16 hour gap between shifts
- 8 hour gap between shifts
- Minimum of one day a week off
- The days before and after a day off must be treated as consecutive working days (i.e.: 8/16 hours gap rule is still enforced)
